PAUL UHLIR, J.D.

PAUL UHLIR, J.D., is Director of the Office of International Scientific and Technical Information Programs at the U.S. National Academies in Washington, DC, where he has worked in various senior professional capacities since 1984. Paul's area of emphasis is on issues at the interface of science, technology, and law, with primary focus on digital information policy and management.

He is currently organizing a series of projects on policy issues concerning open access to public scientific information at both the national and international levels, as well as a series of workshops on data management and policy issues in developing countries.

He also has been the National Academies' coordinator on intellectual property-related activities and liaison to U.S. and international organizations regarding the World Summit on the Information Society.

Prior to joining the National Academies, he worked as a foreign affairs officer at the U.S. National Oceanic and Atmospheric Administration on international remote sensing law and policy issues.
