Computer engineering degree obtained from Universidad Simón Bolívar (Venezuela, 1987). M.Sc on Environmental Resources obtained from Salford University (United Kingdom, 1991). Work experience with several national and international organizations over the last 16 years (e.g., World Resources Institute, U.S. Geological Survey EROS Data Center, United Nations Development Programme, United Nations Environment Programme, Organization of American States), coordinating and implementing environmental and ICT projects in Latin America and the Caribbean in thematic areas such as: environmental monitoring, spatial data dissemination (i.e. Clearinghouses and spatial data portals), biodiversity information networks, and GIS Web Services in support of agriculture and the natural environment.
